The Gulf Coast Terminal Phase III extends the Port of Houston's Barbours Cut container facility with 1.4 km of deepwater berth, four Post-Panamax crane rails, and dedicated LNG and hydrogen bunkering infrastructure — making it the first US port to offer zero-carbon fuel bunkering at berth.

Dredge volume was 3.2 million m³, all of which was redirected into beneficial reuse: 60% for beach nourishment along Galveston Island, 25% for wetland habitat creation, and 15% for dike reinforcement. The terminal's wharf structure uses WPX-C7 composite concrete achieving ASTM C1202 chloride penetration ratings 40% below conventional mixes, critical for the Gulf's saline environment.

Hydrogen fuel bunkering infrastructure includes a 2 km pipeline corridor connecting the terminal to an on-site 20 MW electrolyser, with fast-fill dispensing capable of serving two vessels simultaneously. The facility handled 4.8 million TEU in its first full year of operation.
