Water & Environment

Desalination, treatment, flood defence, networks.

Built on the Gulf Coast, Wepex understands water as well as we understand concrete. Our Water & Environment practice delivers desalination plants, advanced membrane bioreactor facilities, flood defence systems, and water distribution networks serving millions. We have laid 2,410 km of water mains, built treatment works processing 640,000 m³ per day, and designed flood barriers protecting coastal cities from storm surge. Every project integrates sustainable drainage, energy recovery, and climate resilience from the outset.

The global water crisis is accelerating. By 2030, demand for fresh water will exceed supply by 40% if current trends continue. Wepex's Water & Environment practice is positioned at the intersection of supply and demand — designing and building the desalination, treatment, and distribution infrastructure that bridges the gap. Our 240-strong process engineering team has delivered 27 desalination plants with a combined capacity of 4.2 million m³/day, including three of the ten largest SWRO plants in the world.

Flood defence is the practice's other major pillar. As climate change increases the frequency and severity of storm events, coastal and fluvial flood protection has become a matter of national resilience. Wepex has designed and built 14 flood barrier systems, including the Houston Flood Barrier System protecting 1.2 million residents from hurricane storm surge. Our approach integrates hard engineering (barriers, pump stations, flood walls) with nature-based solutions (managed realignment, salt marsh creation, sustainable urban drainage) to deliver resilience that is both effective and sustainable.

Key Projects

Featured projects

Changi East Water Treatment Works

320,000 m³/day advanced membrane bioreactor facility in Singapore treating municipal and industrial effluent to NEWater quality. Includes 48 MBR modules, 16 RO trains, and UV disinfection. Winner of the IWA Project Innovation Award 2024.

Red Sea Link — Integrated Desalination

480,000 m³/day SWRO plant serving the 3.8 GW offshore platform and onshore facilities. Dual-purpose intake serving both desalination and cooling. High-recovery design achieving 48% recovery rate with energy consumption of 2.8 kWh/m³.

Houston Flood Barrier System

8.4 km of flood walls, 3 pump stations (combined capacity 340 m³/s), and a 1.2 km storm surge barrier protecting 1.2 million residents from Category 4 hurricane surge. Integrated with WEPEX/Operate for real-time storm response.

Full lifecycle delivery

Wepex Water & Environment operates across the full project lifecycle — from water resource assessment and environmental impact assessment through process design, construction, commissioning, and long-term plant operation. Our integrated approach means every project benefits from cross-discipline expertise, shared digital infrastructure, and a supply chain honed over four decades.
